What is the procedure for setting up a share incentive plan for employees?

I am a small business that has been trading for 4 years, i am looking to incentives employees that have proved to valuable to the business. There seems to be 2 ways, SIP Share incentive Plans, EMI Enterpise Managment Incentives. Any advice on the set up procedure?
