Unacceptable / threatening behaviour in shared house
I was living in a shared house. I was renting in one room in that house. Kitchen and toilet areas were shares by two more resident. One was living in next room near to mine and other (lady) was renting in a room on ground floor.
She used to allow her son (around 22 years old) to stay in her room over nights. He looked a nice guy but sometimes he turned violent and too noisy in the house, specially after 11:00 pm.
One day (13-12-2011 @ around 1 a.m) he started messing around badly and started shouting and kicking things around him. Too much shouting, massive sounds of hitting and kicking the objects around him was enough for me to wake up by 01:00 am. I woke up and tried to guess the situation quite dangerous, so I phoned the land and requested him to interfere. He didn’t give me a confirmation whether he is coming to handle the situation or not.
I went in more stress and finally decided to call 999 for help. I was just on phone line with 999 and my door was banged and the lock was broken with a force and the guy was inside my room. I was sure he is going to attack me but it went surprisingly different. The guy came very closer to me, trying to hug me and asking if I got some cigs to spare him. I was on trying to get him out from my room and he left my room without doing any harm to me.
Anyway, 999 was hearing this all on my mobile phone, they dispatched help for me.
One landlord and cops came in, the guy was handcuffed and taken away for interview. I asked the police officer what they are going to do next. They explained it to me following way:
1. His mum is not going to put any complaint about the incident.
2. The landlord is not going to push any charges against him.
3. You (myself) are not touched or harassed in any way, so we cannot take it further
I insisted the officer that I am harassed as he has broken my door lock and entered into my room in a way that could result in anything. But officer seemed not interested to take my complaint and they left.
Next night, I came back from work and I saw that guy again inside the house sitting with his mum and enjoying smoking.
I phoned to police and told them about the situation again.
Police told me that he can come in to the property and they can not stop him from getting inside the property as he could be allowed by his mum.
I also phoned the landlord and asked him to sort this out with the lady. He refused to interfere and asked me to seek help from police.
I smelled the situation (actually landlord was supporting them by putting my in panic), and next afternoon I took my stuff quietly and moved out from that place. I phoned the land lord and he is not picking up the phone any more (as he is having my two months advance rent). I asked my company manager for help and they advised me to move out from that place ASAP. Also company sent me on two days compassionate leave to sort out issues.
Question 1: was the police officer right not to take my complaint?
Question 2: was the landlord right not to take an action against the lady or her son while putting other tenants on risk?
Question 3: Is it a right decission to move out and just carry on with my life by forgetting this all?
