RX1 prop charge

I will go overseas for 4 yrs & have 3 RX1 charges on properties.
Can I give power atterny to solicitr with pre-signed release fm RX1 forms to be activated if they decide to settle debt, whilst I am overseas.
Can I charge 8% p.a. county crt interest rate.
Who will pay my solicitr fees to release RX1 - can I ask debtor to pay.
One RX1 is on a unpaid loan of 12% interest p.a. - can I charge 12% p.a. until debt is paid, as well as the 8% pa CC interest.
