found photocpy of 11 year loan contract to friend for 25,000, with signatures. can i issue summons & enforce.

Eleven years of no
Eleven years of no acknowledgement from the borrower means the loan is unenforceable through the courts. The Limitation Act gives you six years to make a claim and you are out of time.

If the CCJ has been set
If the CCJ has been set aside, then you don't have anything to enforce the loan, and as stated earlier, you are out of time, the statute of limitations is 6 years, not 12 (that is for mortgage shortfall collections).
