Motoring Prosecutions

I am finding a seemingly increasing number of people being convicted of motoring offences by the Courts without them actually knowing anything about the proceedings having been issued against them. This usually happens either because they have moved address from that held by the authorities, or Royal Mail actually failing to deliver the Court papers. Is this as common a problem from people as I am getting the impression it is?
