Lottery and gambling laws

Hi there need help of anybody with knowledge of lottery and gambling laws, looking to see if there are any way round the profit and licenses by adding a question or guess where the ball is!!!!!

Sorry i did not explain myself very good, basically i want to start a business that is like best of the best, i sell tickets to people but they have to play a game of spot the ball first, then the winner will win the prize, thats about it, are there any legal issues with this that i will need to look at? because it is now classed as a skill game will i still need a license?

The idea of "Spot the Ball"
The idea of "Spot the Ball" does not appear to be protected by any intellectual property right but you must make sure that your own implementation does not infringe someone else's implementation.
Therefore you cannot replicate any special features which appear on another version of the game.
A game of skill will not require any licence under the Gambling Act.
To satisfy the skill test the position of the ball would have to be determined by a panel of experts. If the competition was based on the actual position of the ball this would entail the prediction of a past uncertain event and would be gambling.
