Life after hips?

Although the death of hips has been generally well received by the property industry some agents are advising sellers to put together their own self styled hip on the basis that the early availability of documents will speed up a transaction.
This of course was always the main justification for the compulsory provision of hips.
However if it is such a good idea then hips would appear in the market of their volition.
When my firm introduced an exchange-ready hip - a hip which included every document available for a particular property - sellers were simply not interested.
I do not believe that sellers have changed their attitude.
