Landlord and Tenant

A friend of mine is having some problems resolving a plumbing problem that has occured in the flat they are renting. The landlord insists that it is the responsibility of the tenants to resolve and pay for the work required, however the tenants think otherwise and are not sure where they stand. Who is responsible for getting the work done?

The landlord is under a duty under the Housing Acts to provide and maintain a proper plumbing system in any property which he lets as a dwellinghouse.
