Home Information Packs

Since the compulsory introduction of Home Information Packs on 1st August 2007 I have read many reactions to the scheme from professionals involved in the industry. Very little feedback seems to be available from actual house buyers and sellers who supposedly are the chief beneficiaries of the system.
Therefore I ask:
- Has anyone asked actually read a Home Information Pack? If so, did they understand it?
- Has anyone encountered delays in marketing their property due to the need to have a Home Information Pack?
- From the seller’s point of view did they feel the Home Information Pack helpful in the process or is it just another expense?
- Are buyers interested in the energy performance certificate?
- Did the energy performance certificate influence the buyer’s decision to buy?
Obviously these are only an initial set of questions about Home Information Packs but it would be nice to know the answers.



When we rented our flat we
When we rented our flat we were given an information pack with a guide to the potential performance of our flat's impact on the environment. I was highly amused to read that if we took advice from the government and installed energy efficient bulbs and insulation, our flat would drop from a C rating to a D, increasing our bills by £6 per year according to the pack. Naturally, I didn't rush down to Tesco to buy 15 new energy efficient bulbs.

You will have to buy them soon. 100 watt traditional bulbs are already banned under EU regulations and all will be banned by 2012 in favour of energy saving equivalents.
Funny that - I do not remember voting for this but then again as you know I use the vote to express legal opinions.
