Do I have to pay costs re a court situation if I do not have the money?

If costs have been awarded

If costs have been awarded against you, then yes, you have to pay them.  If you don't, enforcement action can be taken.  The fact you have no money is irrelevant to a court judgment.

do you or anyone else know much about 'civil litigation'?I would be grateful to know if I have a case against my localhousing landlord and local police regarding anti socialbehaviour towards myself and my family from a neighbour who,to their knowledge was not supposed to living there andhad a criminal history of violence...In short he made our lives hellfor 2 years attacking my son with an axe , smashing throughthe fence into our garden and ultimately burning  my gardenshed to the ground!  He was not supposed to be there and hiswife has just been convicted in a court of law for benefit fraud.She used to keep diary notes about us ...all lies and now shes been proven a liar by a judge....Well thats just a quick overhaulof what we endured!!! Let me know what you think andif you think I might have a case!

Whether you have a claim or not depends on the exact circumstances of what has happened. However from what you have said nothing seems to suggest that the either the police or the social housing landlord have necessarily done anything wrong.

Perhaps you could provide some more details.
